Minneapolis could save its 2040 Plan with an environmental review. Here's why it isn't interested.

Smart Growth Minneapolis is fighting for a better plan, environmental justice and a future resilient to climate change.

Our goal is to improve the Minneapolis 2040 Plan through environmental review.

Minneapolis has adopted a long-range comprehensive plan that allows intensified use/upzoning of 50% of the land in the city. We believe it is absolutely essential to understand the possible long-term cumulative consequences of such a large and unprecedented shift and adjust the plan accordingly to mitigate harms and leverage benefits.

We support the goals of the plan, including addressing climate change and climate change resilience, increasing density and transit options, and increasing affordable housing/housing equity. We support the need for zoning changes to allow multi-family housing options in all Minneapolis wards.

The City needs to understand how its actions would affect the environment. The only way to do this is with a scientific study of the Minneapolis 2040 Plan. Such a study, or Environmental Impact Statement (EIS or similar), by a neutral party would:

  • Identify cumulative problems the plan would or could produce (polluted lakes, flooding, heat islands, gentrification and other problems).
  • Put Minneapolis on track to be climate change-resilient and healthy for all of its residents.

Minneapolis must be informed and proactive — not reckless — as it plans for future density.
